Porter County, IN – Family Promise of Porter County is pleased to announce that, effective January 1, 2026, Gabriel’s Horn, a shelter serving women and children in Porter County, will officially become a program under the Family Promise of Porter County umbrella. This milestone marks the completion of a collaborative transition that began mid-year.
Conversations began in late Summer 2025 when the Boards of Directors of both organizations signed a Management Agreement, allowing the two nonprofits to align services and streamline operations in preparation for a full integration. This agreement laid the foundation for a smooth and thoughtful transition designed to better serve families facing homelessness.

Bringing Gabriel’s Horn under the Family Promise of Porter County umbrella allows us to be stronger stewards of our resources while deepening our impact for families who need us most. This is what responsible, mission-driven growth looks like—organizations working together to create stronger, more sustainable outcomes for our community,” said Shannon Burhans, board chair of Family Promise of Porter County.
With the formal launch on January 1, 2026, both organizations will now operate as one unified entity under the leadership of Jason Kegebein, who will continue serving as Executive Director. Kegebein has overseen operations for both organizations during the transition and will lead the combined team moving forward.
“This merger represents a powerful step forward for our community,” said Jason Kegebein, Executive Director. “By coming together, we strengthen our ability to provide a full continuum of services—shelter, housing stability, eviction prevention, and wraparound case management—for families experiencing some of the most difficult moments of their lives. We are truly stronger together.”
Family Promise of Porter County extends heartfelt appreciation to its staff, volunteers, donors, and partners who have supported both organizations throughout this transition and who remain vital to their ongoing mission.
“I am extremely excited about Family Promise of Porter County taking Gabriel’s Horn under its wing,” said Brendan Clancy, Portage Township Trustee. “This merger unites two organizations with deeply aligned missions and allows us to leverage the strengths of Family Promise’s local leadership, national organization, and expansive network. It also greatly enhances our local board by combining the passion, experience, and talents of both organizations. Under Jason Kegebein’s leadership as Executive Director, we have already seen remarkable growth in services to our community, and I look forward to seeing that momentum continue.”
In addition to expanding its mission through the acquisition of Gabriel’s Horn, Family Promise of Porter County is currently renovating a 3,000-square-foot former sleep study facility that will serve as its third shelter site, providing space for seven additional families. The new facility will feature private family rooms—each with its own bathroom—as well as a commercial kitchen and dedicated laundry facilities to support families as they work toward stability and independence.
“Our organization continues to grow because the need in our community continues to grow,” said Kegebein. “This new shelter space represents more than just expansion—it’s about giving families dignity, privacy, and a real chance to rebuild their lives. Every new room means another family has a place to call home, even if just for a season.”
This year alone, Family Promise of Porter County has made a tremendous impact in the community:
- Served 294 families
- Helped 25 families transition from the shelter into their own homes
- Kept 65 families safely housed through its Eviction Prevention Program
- Supported 682 children, providing stability, safety, and hope during some of their families’ most challenging times
As the organization closes out the year, Family Promise of Porter County is in the final stretch of its $25,000 End-of-Year Campaign—just $6,000 away from reaching the goal. Every gift helps ensure that families and children continue to receive the support they need to move toward lasting independence.
